Summary
The expected impact from the Law 19.561 of forest subsidy in the sector of small and medium owners has not answered the expectations especially from the sector of small land owners, which is the socioeconomic segment focus of this instrument, nor the expectations created inside organizations of the State related to the forestry sector.
The problem takes place mainly in the failing of business vision that accompanies the investment in the creation of the forest resource, as in the lack of technical forest proposals that contribute to the productive equation of the small and medium property, specially in zones where there does not exist a forest dynamic established, and the producers are characterized for possessing lands of limited surfaces in which they develop several productive items to diversify and to assure the economic sustainability of their production.
Although a series of initiatives have been implemented in the Ministry of Agriculture through different public services: CONAF, INDAP, INIA, INFOR, the statistics show a weak increase in the rate of rural afforestation. Nevertheless the demand and interest to incorporate the forest business on the Familiar Rural Agriculture is increasing, as it is expressed in the Plan of Forest Rural Development presented at the end of 2003 to Ministry of Agriculture.
This Plan aims on the economic realization of the investment in the forest resource, which supposes the productive linking; in this way, part of the forest investment must be the different components of the productive chain: nurseries, plantations, manage of natural resource, transformation for aggregation of value to the products and marketing, all aspects that tend to create economic and social capital since it needs the creation and strengthening of technical capacities at the level of producers and their organizations.
The project raises under an approach of territorial development and productive linking, orientated to promote productive activities already existing and proved economically, where the forest resource is considered a component that promotes a major productive system. It is located in the region VII, as representative zone of the reality of small and medium land producers. Its objective is:
"Incorporate the forest business in the productive equation of Small and Medium Producers through multipurpose forest options in the VII region of Maule."
The project is orientated to producers whose economic activities suppose the use of the forest resource for the production of honey, edible fungi and wood products. Methodologically it consists in the incorporation of improvements or innovations on silvicultural technologies, on the processes of transformation, on the products and on the commercial strategies. The principal product of the project is a Forest Plan for the integrated production of honey, edible fungi and wood; commercial Prototypes for products and a commercial strategy for the productive linkage.
The great opportunity is that in this region there has been developed an important work of organizations and regional initiatives associated with the project, as those of CONAF and EMPRENDECHILE, which allow to count with a base line of characterization and information about the aspects that the project approaches. Of the same form, INFOR possesses a portfolio of knowledge and technical proposals, pertinent to the different social, economic and productive realities of these territories.
